Reuse and recovery: how the repair-or-recycle decision is made
Recycling a pallet that could have been repaired is not an environmental win. It is a value loss dressed up as one, and it happens because sorting is harder than tipping.

Highest value, longest circulation
The England waste prevention programme frames the objective as keeping goods and materials in circulation for as long as possible and at their highest value — reuse, repair and remanufacture included. For pallets that ordering is unusually literal, because a timber pallet is one of the few packaging items that can be economically repaired many times.
What makes a pallet repairable
Repair viability is a function of what has failed, not how old the pallet looks. A grey, weathered pallet with sound bearers is a better candidate than a clean one with a split block. The questions are whether the load-bearing structure is intact, whether the failed component can be replaced without compromising the rest, and whether the replacement effort is proportionate to the pallet's value in service.
There is a compliance dimension too. If a pallet is destined for export use, repair can remove or obscure an ISPM15 mark, or introduce untreated timber. Repair and export suitability have to be considered together, not in sequence.
Why sorting decides the outcome
On most sites the constraint is not willingness — it is that damaged and undamaged stock end up in the same pile, and once they do, the whole pile gets treated as the worst pallet in it. Separation at the point of accumulation, with a defined location for each category, is what actually raises reuse rates.

Set your site up for reuse
- Give each category a named physical location, not a shared corner.
- Brief the team on what damage means repair and what means recovery.
- Separate pooled operator stock the moment it is recognised.
- Keep export-suitable stock in its own location with its own rules.
- Count what leaves in each category, so the picture is factual.
