Pallet safety and storage: what a working site actually has to get right
Almost every pallet incident traces back to one of three things: a pallet that was never fit for the load, a stack built where it should not have been, or a damaged pallet that stayed in circulation because nobody had a place to put it.

Start at goods-in: inspect before you accept
Once a pallet has been accepted into the building it is under your control and part of your operation. A quick visual check at goods-in is the cheapest control available, and it needs to be a defined step, not something a busy operative does when there is time.
Look at the load-bearing structure first — bearers, blocks and stringers — then the deck boards, then the fixings. Protruding or missing nails, splits running through a bearer, a broken block, delamination on a manufactured pallet, or obvious racking damage all mean the pallet should not simply be put back into use. Contamination is a separate judgement: oil, chemical residue, visible mould or infestation, or anything that would compromise a food or pharmaceutical environment, needs its own route.
Match the pallet to the load and the handling
A pallet is not a generic platform. Its suitability depends on the load, how the load sits on it, how it will be moved and where it will end up. Three different ratings are commonly quoted for the same pallet — static (stacked and stationary), dynamic (being moved by a forklift or pallet truck) and racking (unsupported across beams) — and they are not interchangeable. Each figure applies only to the condition it describes, so check the rating that matches the actual pallet, the actual load and the way the pallet will be supported, instead of assuming one figure covers the others.
Load ratings depend on the pallet’s design, construction, timber grade, condition and how the load is distributed across the deck, so there's no universal figure to quote here. Ask your supplier for the specification of the actual pallet you are buying, and match it to the actual load — a point-loaded drum and an evenly distributed cased load behave very differently on identical pallets.
Entry type matters as much as strength. Two-way entry pallets restrict how a truck can approach; four-way entry gives flexibility but the construction still has to suit the equipment. If any part of the chain uses a hand pallet truck, confirm the pallet can take it.
Stacking empty pallets
Empty pallet stacks fall over more often than loaded ones, because they are built opportunistically. The controls are ordinary and effective: stack on firm, level ground; keep stacks square and interlocked, not leaning; keep the base of the stack clear of debris; and do not stack damaged or mismatched pallets together with sound ones.
There is no universal safe stack height. It depends on the pallet type and condition, the surface, wind exposure if the stack is outside, how the stack is built and dismantled, and what is nearby. Set a maximum height for your site as part of your risk assessment, mark it where stacks are built, and enforce it. Height limits that live only in a document are not controls.
People and vehicles
Workplace transport remains one of the most serious risks in warehousing. Wherever pallets are stacked, moved or loaded, the objective is to keep pedestrians and vehicles apart: defined and marked routes, physical separation where reasonably practicable, controlled crossing points, clear sightlines at corners, and a rule that people do not walk through the loading area to save time. Stacks that grow into a route are a hazard twice over — they obstruct movement and they block sightlines.
Manual handling deserves the same attention. Timber pallets are heavy, awkward and full of splinter and trap risks. Gloves, safe lifting technique, mechanical aids where available, and never dragging a pallet across a body to reposition it are the basics.
Racking is a specialist question
Whether a given pallet can safely go into your racking depends on the racking design and beam configuration, the pallet’s construction and condition, the load and its distribution, whether support bars or decking are fitted, and whether the racking has been inspected and is undamaged. Take that question to your racking supplier or a competent racking inspector, and follow the installation’s own load notices.
Fire load and combustible storage
Stacked timber pallets are a significant combustible load, and quantity, stack geometry and proximity to buildings, boundaries and ignition sources all change the risk. Separation distances, sprinkler design, maximum quantities and outdoor storage arrangements are site-specific — get them from your fire risk assessment, your insurer and your local fire authority. What's universally sensible: keep quantities to what the operation needs, keep stacks away from buildings and boundaries where you can, control ignition sources and smoking, keep escape routes and fire-fighting access clear, and clear accumulated broken timber promptly instead of letting it build.
Quarantine damaged pallets properly
The single most effective control on this page is having somewhere to put a bad pallet. If the only options are “back in the stack” or “across the yard”, damaged pallets go back in the stack. Define a marked quarantine location near where damage is found, brief the team on what goes into it, and arrange removal often enough that it never overflows into a walkway.
Quarantined stock is not necessarily scrap. A great deal of it is economically repairable, and separating it early is what preserves that value.
Write it down
All of the above belongs in a documented, site-specific risk assessment covering storage locations and heights, vehicle and pedestrian segregation, inspection arrangements, damaged-pallet handling and fire precautions. Review it when the operation changes — new stock lines, a new bay layout, a seasonal volume increase — not only on an annual reminder.

Daily and weekly checklist
- Goods-in visually checks incoming pallets before they are accepted into stock.
- Damaged and contaminated pallets go to a marked quarantine location, not back into the stack.
- Empty pallet stacks are square, on firm level ground and within the site's agreed maximum height.
- Pedestrian routes, crossing points and sightlines are clear of pallets and stacks.
- Escape routes, fire exits and fire-fighting access are unobstructed.
- Broken timber and loose boards are cleared promptly, not left to accumulate.
- Quarantined stock is removed or repaired frequently enough that it never overflows.
- Anyone handling pallets has gloves and has been briefed on safe handling.
